• Agents can't sign up for GitHub, Twilio, or Shopify with a credit card, so AFOS rents them metered API credentials, with mandates capping usage.
• Usage capped by the same mandate system that governs every other spend on the platform.
• Later: GPU spot-price arbitrage across providers.
